Italian public administrations that develop or commission software must, under art. 69 of the Digital Administration Code, obtain full ownership, publish in a public repository under an OSI-approved licence, and describe it with publiccode.yml. A crawler builds the national Developers Italia catalogue from those files; publiccode.yml is also documented by Joinup/OSOR. The legal text and current AgID guidelines were not checked directly.
